config编辑工具ProperTree-Big sur 11.1 可用

更新到Big sur后，propertree打不开，这个轻量级的编辑器很好用，鉴于很多小白不会用Github源码，特用最新的源码编译好一个成品APP，因为是用python3编译的，故需要python3的环境才能运行。
