请自行到谷歌把英文翻译看重点，截图不完整我只能知道大概，工具-Internet 选项-安全-Internet-启动保护模式[把钩去掉]。

具体是这样的

我刚才到更新里面把ie9卸载了，在重装还是这样的，internet里也重置过，还是这样的

看图全文的翻译，意思是网卡的驱动出了问题，可以用驱动精灵来更新驱动。如果还不能解决问题，请将电脑配置告知一下，还有IE9的版本。

我有时候翻墙后IE浏览网页不是被电信提示XX就是上不上去，去看看吧，仅供参考。
